    Yes. Placed an Amex Hilton Surpass, which currently waives the first year's annual fee.

      It's still better to get the rewards of a housing voucher. But the annual fee waiver is more convenient, you don't have to go to a scalper to sell it, and the room vouchers are nice to have for your own use.
